Poland
The website of the polish collecting society ZAiKS lacks information on copyright levies, instead they are issuing licences and licenses are by definition not levies.
While the polish ministry of culture declares in their general information here, that there is an obligation of producers and importers of certain equipment to pay private copying levies, the devices subject to copyright levy seem outdated and one could argue the wording does not include refurbished storage media devices.
Act of 4 February 1994 on Copyrights and Related Rights
Article 20.1.(1) The manufacturers and importers of tape recorders, video recorders and other similar devices (…) shall be obliged to pay fees to collective management organisations specified in the amount not exceeding 3% of the amount due from the sale of those devices and carriers.
The act is currently under revision and will probably include a more modern list.
Therefore, if the polish collecting society demands information for the copyright levy from you, we advise to consult a legal advisor.
